The Union Public Service Commission (UPSC) introduced Paper-4 for the Civil Services Examination in 2013. This paper deals with Ethics, Integrity, and Aptitude. The paper is framed around three main concepts – Values, Values-based Competence and Virtues. This paper will test the candidate’s understanding of the Indian value system, ethical dilemmas in public policy, ethical issues in functions of government, responsibilities of public servants towards society at large, etc.
As per the CBSE website, “In this section, questions are framed to test the candidate’s understanding about various aspects of ethics and integrity. It also includes questions on behavioral aspects such as good conduct, discipline and criminal records to judge a candidate’s aptitude for a career in civil services.”
